O’Keefe Media Group’s undercover investigation into election fraud on Los Angeles’ Skid Row has produced its first major criminal accountability: the indictment of Brenda Brown, a petition circulator captured on hidden camera engaging in cash-for-signatures schemes.
In March 2026, OMG journalists posed as homeless individuals on Skid Row and recorded petition circulators offering cash, cigarettes, and marijuana in exchange for signatures on California ballot petitions and voter registration forms.
Brenda Brown was prominently featured in the footage. She was recorded handing out cash while telling participants:
“We gon’ give you $2… Because you haven’t registered, I need to register you. So I can get paid too. I’m paying you guys, I need to get paid too.”
Petition circulators admitted on camera they earn $7–$10 per signature, sometimes making over $1,000 per day. Many of the homeless individuals signing appeared confused about what they were signing.
A follow-up investigation revealed the scheme escalated further: circulators provided printed lists of real registered voters’ names and addresses, instructing participants to forge signatures so the petitions would pass verification.
These activities potentially violate:
- Federal law — 52 U.S.C. §10307 (prohibiting payment for voter registration or signatures)
- California Elections Code — Sections prohibiting payment for signatures (§18603), forgery (§18613), and related election fraud statutes
Brown’s guilty plea marks a significant victory for election integrity efforts and validates the evidence uncovered by OMG’s citizen journalists. It echoes previous Skid Row cases where similar cash-and-cigarette schemes led to arrests and charges in 2016 and 2019. Reports indicate the scheme had reportedly operated for around 20 years.
The investigation also highlighted how these activities occurred near taxpayer-funded facilities like the Weingart Center, which has received hundreds of millions in government grants, while circulators appeared tied to political consulting firms working on high-stakes ballot measures.
This case underscores ongoing vulnerabilities in California’s petition and election processes, particularly the exploitation of vulnerable populations for signature gathering.
