In James O’Keefe’s testimony, he presented findings from an undercover investigation by O’Keefe Media Group into systematic election fraud on Los Angeles’ Skid Row. Hidden-camera footage captured petition circulators paying homeless individuals with cash, marijuana, and other incentives in exchange for signing voter registration forms and ballot petitions. The investigation also documented circulators instructing participants to forge signatures using the names and addresses of registered voters sourced from an online database known as SIGVALID.com.
O’Keefe explained how the investigation directly contributed to a federal indictment of petition circulator Brenda Brown Armstrong. He cited strong public condemnations of the conduct from the Department of Justice, California Governor Gavin Newsom’s office, and other officials. O’Keefe further recounted threats and physical assaults directed at his reporting team while documenting the activity on Skid Row.

O’Keefe emphasized the critical need for accountability. “Journalists can expose wrongdoing,” he stated, “but they rely on law enforcement and government officials to act.” Without meaningful consequences, fraud is incentivized.
James’ testimony proves there are serious vulnerabilities in how voter registrations and ballot petitions are handled. O’Keefe’s appearance before the Senate committee highlights the important role of independent journalism in uncovering potential threats to electoral integrity.
